Get to Know our Family Resource Centers

At the heart of Community Action Partnership of Orange County (CAP OC) is our unwavering commitment to community. We are honored to operate three Family Resource Centers (FRCs) in Anaheim, Santa Ana, and Orange. These centers are more than just physical locations—they are gathering spaces where individuals and families find support, connection, and resources to help them build better lives. From children to seniors, our FRCs provide safety and hope by offering both immediate aid and long-term empowerment. After all, a community is only as strong as the neighbors within it.

Sarah’s Journey: No place like home.

In 2024, Sarah and her daughters were referred to one of our Family Resource Centers (FRCs) during a particularly difficult season in their lives. Facing homelessness, due to circumstances beyond their control, Sarah had exhausted the emergency resources available to her. Desperate for support, she made the vulnerable, and brave decisions to walk through the doors of an FRC.

From the moment she arrived, she was met with compassion. CAP OC’s team provided immediate relief with hygiene items, gift cards, and food—offering Sarah and her girls a lifeline when they needed it most. Through ongoing case management services, their family was connected to a shelter, housing resources, and eventually a long-term housing solution.

With their basic needs met, Sarah was able to focus on building a better future. She enrolled in Financial Empowerment programs, gaining skills and confidence to create stability for her family. Now, Sarah and her daughters have a place to call home—a safe, secure foundation for their future.

What our Family Resource Centers Offer

Whether someone needs immediate support, or tools to achieve long-term success and empowerment, our FRCs provide a wide range of impactful programs for individuals across Orange County. Anaheim Independencia Family Resource Center | 10841 Garza Ave., Anaheim, CA 92804 | 714,826.9070
Located in the La Colonia neighborhood of unincorporated Anaheim, the Anaheim Independencia Family Resource Center (AIFRC) offers essential community services to help families and individuals in need. Services can include:

  • Counseling – in collaboration with Villages of CA, AIFRC offers free counseling and therapy services to uninsured families in English, Spanish, and Vietnamese.
  • Parenting classes – With our partner Radiant Futures, we offer a 3-week parenting class on Tuesday mornings from 10:30 AM-12 PM as well as a virtual class in Spanish on Monday from 5:30-7 PM.
  • Youth Programs – Offered daily, our youth programming includes youth-oriented curriculums designed to empower young community members to achieve their dreams. Youth are also encouraged to drop-in to our center if they need support from our designated youth programs coordinator.
  • Senior Programs – in partnership with Meals on Wheels Orange County, we offer warm meals to seniors on Monday, Wednesdays, and Friday from 10 AM – 1 PM. In addition to meals, seniors can participate in different social activities like arts and crafts.
  • Medi-Cal & CalFresh enrollment assistance – In partnership with CalOptima Health, our center hosts a designated enroller to help individuals navigate the application processes and access crucial health resources provided through Medi-Cal and CalFresh.
  • Food Distributions – Every Tuesday and Thursday the La Colonia Market at AIFRC is open from 9:45 AM-11:45 AM, offering nutritious food at no cost to families.

El Modena Family Resource Center | 18672 E Center Ave., Orange, CA 92869
Strongly rooted in community, the El Modena Family Resource Center (EMFRC) provides daily support for individuals and families. Services include:

  • Case management – Our team provides personalized guidance, including contacting service providers directly and assisting clients in navigating referral systems to ensure they receive the appropriate resources available outside of those available at our center.
  • Wellness mobile clinics – In partnership with Children’s Hospital of Orange County (CHOC), we host WoW Wellness on Wheels clinics monthly to provide health screenings, wellness check-ups, nutrition education, obesity prevention, asthma remediation, mental health support and more.
  • Medi-Cal & CalFresh Enrollment Assistance – In partnership with CalOptima Health, our center hosts a designated enroller to help individuals navigate the application processes and access crucial health resources provided through Medi-Cal and CalFresh.
  • Monthly food & diaper distribution – EMFRC hosts monthly food box distributions for local seniors on the 3rd Friday of every month. Diapers are also provided to local families at no cost once a month. Please call to register.
  • Youth programming such as karate classes for students aged 8-18, designed to build self-confidence and leadership skills.

Southwest Community Center | 1601 W 2nd St., Santa Ana, CA 92703
Serving the community for over 50 years, the Southwest Community Center (SWCC) was recently acquired by CAP OC in 2019. Though SWCC is the newest addition to our FRC network, its community ties run deep. SWCC provides:

  • Daily hot meal distributions – Available 7 days a week, SWCC offers hot meals from 12-1 PM. Breakfast is also available on Saturday and Sunday from 8-9 AM to ensure our community has access to fresh, nutritious meals.
  • Youth programs – Offered daily, our youth programming includes youth-oriented curriculums designed to empower young community members to achieve their dreams. Youth are also encouraged to drop-in to our center if they need support from our designated youth programs coordinator.
  • Medi-Cal & CalFresh Enrollment Assistance – In partnership with CalOptima Health, our center hosts a designated enroller to help individuals navigate the application processes and access crucial health resources provided through Medi-Cal and CalFresh.
  • Tax filing support – In partnership with OC United Way, we offer free tax filing support every Spring.
  • Family stabilization services – To alleviate immediate needs, emergency support services are available to families including temporary housing solutions, emergency food resources, and access to basic needs to limit a family’s experience with hunger or homelessness.

Please note that if our FRCs can’t help you, we will find someone who can. In partnership with 211 OC, we can connect those in need with resources throughout the county.
